Catherine Chen Hester, formerly of the Baltimore City and Howard County State’s Attorney’s Offices, has joined the Maryland Office of People’s Counsel in Baltimore City, an organization that represents the interests of Maryland’s residential consumers of energy, telecommunications, private water and certain transportation services.

The Maryland Conference of Circuit Judges has elected the Honorable William D. Missouri as its newest chair.

Cheryl Kelly Jacobs, Division Chief of Narcotic and Special Investigations in the Baltimore City State’s Attorney’s Office, has been appointed to the Executive Council of the Criminal Justice Section of the American Bar Association.

Lila Shapiro Cyr, an associate in the Baltimore office of the law firm of Ballard Spahr Andrews & Ingersoll, LLP, has been elected to the Board of Directors of the Chesapeake Search and Rescue Dog Association, Inc., an organization dedicated to ensuring that a 24-hour, 7-day per week, professionally trained, all-volunteer K9 Search Team is available to law enforcement, fire services, natural resource authorities and emergency management agencies within the Chesapeake Bay Region.
