THE 2010 TAX EXCELLENCE AWARD
The MSBA Section of Taxation is seeking nominations for the 2010 TAX EXCELLENCE AWARD. The Tax Excellence Award is presented annually to an attorney, law school professor, public official or member of the judiciary who exemplifies professional, academic or public service excellence, integrity, compassion and commitment in the areas of practicing, teaching or developing tax law or tax policy. The Award will be presented to the recipient at the Section of Taxation's Annual Irving Shulbank Memorial Dinner and Program to be held on May 13, 2010, at the Belvedere Hotel. Nomination forms are available on the Tax Section's website.
If you know an individual who should be considered, please send your nomination by email or fax (410.296.9554) to Katrina C. Kamantauskas-Holder, Chair of the Tax Excellence Award Committee. You must include a brief statement as to why you feel the nominee is worthy of consideration. Nominations must be submitted on or before March 7, 2010.
Past recipients include: The Honorable L. Paige Marvel (2002), Stephen M. Cordi (2003), Theodore W. Hirsh and N. Alfred Pasternak (2004), J. Ronald Shiff (posthumously) (2005), Evelyn W. Pasquier (2006), Robert A. Rombro (2007), Gerald Langbaum (2008), and Robert L. Zouck (2009).
THE 2010 J. RONALD SHIFF MEMORIAL PRO BONO AWARD
The MSBA Section of Taxation is seeking nominations for the 2010 J. RONALD SHIFF MEMORIAL PRO BONO AWARD. The Award is presented annually to an attorney (whether in private practice, government, academia, public service or other area) or a law firm who has demonstrated a commitment to providing legal services to low-income taxpayers. The Award will be presented to the recipient at the Section of Taxation's Annual Irving Shulbank Memorial Dinner and Program to be held on May 13, 2010, at the Belvedere Hotel. Nomination forms are available on the Tax Section's website.

Evaluation of pro bono services rendered include those provided over an extended period of time (not limited to the current year), as well as activities with intensive involvement over a limited time with a significant impact:
- Handling a significant number of tax controversies for low-income taxpayers on a pro bono basis
- Voluntarily forming, operating or participating in organizations, such as low-income taxpayer clinics (LITCs) devoted to representation of low-income taxpayers, particularly if such participation is over an extended period
- Formation, supervision and participation in programs to assist taxpayers in the resolution of their tax controversies, including "attorney of the day" programs for the Tax Court
- Mentoring and teaching law students and other individuals who work for LITCs
- Preparation of resource materials for LITCs and other low-income programs
- Providing pro bono legal assistance to IRC section 501(c)(3) tax-exempt organizations, especially those formed to help low-income individuals. Special consideration should be given to those candidates who provide advice on tax matters to such organizations on a pro bono basis
- Providing legal services to individuals affected in periods of national crisis or natural disasters (such as victims or families of victims of terrorist attacks, floods, earthquakes, or hurricanes) or to individuals or family members of those who serve in the armed forces of the United States during war times, with special emphasis on assistance in providing advice on tax matters
- Providing education on tax matters to members of the general public (such as through speakers forums, etc.), especially to groups consisting of low-income individuals
Past recipients include: Michael A. Canet (2006), Alan J. Van Luven (2007), Winifred C. Borden (2008), and Mary Beth Beattie and Robin W. Denick (2009).

2009/2010 ANNUAL REPORT:

This Section, with assistance from the University of Baltimore
School of Law, updated and electronically distributed its Tax
Practitioner's Directory as a member benefi t. It continued
to coordinate Maryland’s fi rst U.S. Tax Court Pro Bono
Program, wherein attorneys volunteer as facilitators to pro se
litigants appearing in the U.S. Tax Court trial calendars, held
four times a year at the U.S. District Court in Baltimore. The
Section offered the program "Tax and Family Law Issues in
Divorce and Other Marital Situations”, in conjunction with the
Family & Juvenile Law Section, in the fall, as well as “Legal
and Tax Implications of Business Trusts", cosponsored with
the Business Law Section, in the spring. It offered is fi rst
CLE webinar, addressing Roth Conversion issues, in April,
hosted its annual Irving Shulbank Memorial Dinner and
program in May and will present the program "Starting and
Operating a Professional Practice – Key Tax Issues Which
Every Professional Client and Their Advisors Must Consider"
at the MSBA Annual Meeting.

The promotion of Fulfillment and Prosperity in the Practice of Tax Law through the Exchange of Knowledge and Service to the Community.

PURPOSE:
|
|
The purposes of this Section are to bring together for furtherance
of their mutual interest members of the Maryland State Bar Association
concerned with the law relating to taxes; to stimulate interest of members
of the Maryland State Bar and inform them in the law concerning Maryland
and Federal taxation; to study proposed improvements and reforms in such
laws through legislation and otherwise; and generally to promote the interests
and welfare of the public and members of the Bar in the areas of taxation. |
